Owner-selected trigger policy

Record the 2026-09-27 decision to reduce application identity reconciliation from every five minutes to once daily at 11:23 UTC, retaining manual operations. Implementation and detailed onboarding guidance are in Homelab/platform PR 74, following its workflow trigger issue 63.

New apps that cannot wait for the daily pass need a manual platform reconcile before first deployment; existing identities continue serving and the managed consumer keeps its six-minute registration timeout. The daily schedule is prepared source, taking effect after review/merge. No live reconciliation or deployment is claimed.

Validation

npm run check, npm run build, and git diff --check passed. Reviewed the public diff for secret values and private links; none added.
