Adds a protected manual deploy caller in Documentation. It accepts an immutable signed bundle release tag, pins Homelab/workflows v1.18.0, and uses managed production credentials. The caller verifies the release and deploys the same archive through the deploy runner. The prod-only onboarding declaration creates no dev identity. The runbook now directs scanning, building, publication, and deployment through the owning repository pipelines.

Merge order: merge Homelab/platform#57 first, then this PR. After this declaration reaches Documentation main, reconcile platform onboarding and verify that the Documentation prod identity is Ready before dispatching the deploy Action. The existing signed release is https://git.gitchegumi.com/Homelab/Documentation/releases/tag/ci-cad9a4195befd865d78322ecff4a227ae2201834-4910. No deployment has been run.

Local validation: npm run check, npm run check:deployment:published, npm run build, parsed and checked the prod-only workflow YAML, and git diff --check.

Dispatch the pinned reusable deploy workflow with managed production credentials and an immutable signed release tag. Opt Documentation into prod-only onboarding, replace workstation delivery steps, and record the published bundle status.
