Clarify that reduced scans apply only to bundle operations targeting dev. New bundle repositories retain normal repository security scans, and production retains full delivery gates and same-archive promotion. Describe the prepared cleanup contract and clearly separate source preparation from publication, per-app adoption, platform reconciliation and live acceptance. Public references use verified commit permalinks; private implementation repositories are identified without exposing private links.

Implementation reviews: Homelab/workflows#84, Homelab/bundles#14 and Homelab/platform#113. Rollout tracking: Homelab/workflows#83.

Validation: npm run check and npm run build both pass after the final clarification. Public diff reviewed for credentials. No live deployment, cleanup or data deletion is claimed.
