Add a manually dispatched release workflow for the shared workflow library. The operator supplies an immutable vMAJOR.MINOR.PATCH version and release notes from the Actions UI.

The job runs only on the ci role, requires the dispatch branch to be main, verifies its checkout matches current origin/main, refuses malformed or existing tags, creates the Forgejo release and tag through the repository-scoped workflow token, and verifies the published tag resolves to the reviewed main commit.

Validation:

All 33 Python unit and contract tests pass in WSL.
Workflow YAML, embedded Bash, and 16 mocked scaffold cases pass.
Release helper syntax validation passes.
The live release mutation will first run after this PR is reviewed and merged because the workflow deliberately publishes only from main.

After merge, run Publish workflow release for v1.1.0 and update Homelab/bundles PR #3 to that release.

Add a manual main-only release workflow that validates an immutable semantic version, creates the matching Forgejo release and tag, and verifies the published tag resolves to the reviewed main commit. Document the UI release flow and enforce it with contract tests.
