    Support the exact Core 1.13.1 / init 0.73.0 profile for the first RKE2 upgrade while retaining Core 1.14.1 / init 0.86.0 compatibility. Report safe expected/observed init metadata and handle absent or non-mapping package metadata without exposing Secret contents. Existing workflow/check names, credentials and signed-release gates are unchanged. Platform must select the matching reviewed profile and build a new signed bootstrap release when its inventory changes.
